Chief Justice Criticizes "Dysfunctional State Government"

In a speech he delivered to the American Academy of Arts and Sciences on Oct. 10, California Chief Justice Ronald George reportedly criticized several aspects of "dysfunctional state government," including the initiative process and the 2/3 super-majority requirement for raising taxes. Referring to Propositions 2 (humane treatment of farm animals) and 8 (repealing same-sex marriage) on the Nov. 2008 California ballot, George said: "Chickens gained valuable rights in California the same day that gay men and women lost them."
